the top of the window is above the top of my screen so i cant move it around or anything ...
the top of the window is above the top of my screen so i cant move it around or anything. Also, how do i create an account from my desktop? i dont have a smart phone .

Hi Stacey - I'm sorry to hear about your issues. Did you resize Instagrille or has it always been too large for your screen? Regarding account creation, unfortunately the only way to do that is through the official Instagram app on iPhone or Android.
